2013 Cormorant Control Petition

The 2013 petition for permanent funding for the control of Cormorants on Lake Champlain has been published.
Another important issue regarding the Lake Champlain Fishery.

Why not just let people shoot them, year-round? Is it a federal conservation thing or what?

Cormorant "birth control" by ruining eggs is acceptable, but why not allow killing adult breeding pairs, with, gasp, guns?

Do these birds have any redeeming features at all? I see them as being huge starlings, shitting all over and stripping island vegetation.

I guess I'm pretty naive about why they can't be controlled, for free, or even for govt. profit...
I'd be first in line to buy a cormorant hunting license, even if it meant buying one in both states.

I'm obviously missing a big part of the puzzle.

I think the game wardens are supposed to shoot so many a year.
